Common to ceasefires and peace negotiations are complex discussions, with actors seeking maximum gains at minimal cost. As a current truce holds in Yemen, we share a recent discussion on the difficulties of dialogue, such as the involvement of regional actors and the attractions of a war economy, as well as the opportunities, such as the need to center civil society and marginalized Yemenis as peace actors.
